Derelict Sites
A derelict site means any land which detracts, or is likely to detract, to a material degree from the amenity, character or appearance of land in the neighbourhood of the land in question because of:
- The existence on the land in question of structures which are in a ruinous, derelict or dangerous condition, or
- The neglected unsightly or objectionable condition of the land or any structures on the land or
- The presence, deposit or collection on the land of any litter, rubbish, debris or waste (except where it is allowed by right).
The Derelict Act 1990 provides for effective arrangements against land dereliction. The Act requires local authorities to maintain a register of derelict sites under Section 3 of the Act. In addition, it places a general duty on owners and occupiers of land including statutory bodies and State Authorities to prevent land from becoming or from continuing to be a derelict site. The Local Authority must take all reasonable steps to ensure that land in their functional area does not become or continue to be a derelict site.
As at 30th June 2008, there were 11 derelict sites on the Derelict Site Register in Roscommon.

Under the provisions of the control of Dogs Act, 1986, the Local Authority is responsible for the control of Dogs in the County of Roscommon. This task is undertaken in association with the I.S.P.C.A. Roscommon County Council's direct contribution to the I.S.P.C.A. in 2006 was €96800.00. A total of 327 stray/unwanted dogs were handled at the pound, 7 were reclaimed, 219 were allocated new homes, regrettably 101 had to be put down and 0 remained at dog pound at 31st December 2006.
All dog owners are required by law to have a current dog licence which can be purchased from any post office at a cost of €12.70. The income from Dog Licences in 2006 was €40,953 and the income from fines was €540. A major poster campaign to all householders in County Roscommon took place in 2006 to raise awareness of the duties of dog owners under the Control of Dogs Act 1986-1992 and under the Litter Pollution Act 1977.

Veterinary Services
Roscommon County Council operates a service contract with the Food Safety Authority of Ireland (F.S.A.I.). Under this contract Roscommon County Council has agreed to provide veterinary supervision of the domestic abattoirs and Stand Alone Meat Manufacturing Plant in the county. The Food Safety Authority is a national regulatory body responsible for protecting consumers by ensuring that food consumed, distributed, marketed or produced in Ireland meets the highest standards of food safety and hygiene. At the end of 2005 there were 12 abattoirs under the supervision of Roscommon County Council. The supervision is carried out by the County Veterinary Officer Michael Leyden, and six Temporary Veterinary Inspectors (T.V.I.). All animals are inspected ante-mortem to ensure they are healthy and fit for slaughter and the traceability is verified. All slaughtered animals are inspected post-mortem to ensure the meat is fit for human consumption. All passed meat is stamped with a health mark consisting of a triangle with the word approved, the county letters RN and the approval number of the premises where it was killed. Locally produced meat is a high quality, fully traceable product from young animals with a short food chain from farm to fork.
In 2006 there were 4,232 cattle and 11,469 sheep slaughtered in Local Authority supervised abattoirs in County Roscommon. At the end of 2006 there were 5 Stand Alone Meat Plants under the supervision of Roscommon County Council. These plants are working towards approval by and registration with the Food Safety Authority of Ireland (F.S.A.I.).
