Notice is hereby given pursuant to Section 11(1) of the Planning & Development Acts 2000-2011 and the Planning & Development (SEA) Regulations 2004-2011 of the intention of Roscommon County Council to commence the review of the existing Roscommon County Development Plan 2008-2014 and to prepare a new Roscommon County Development Plan for the period 2014-2020.
The review of the existing Development Plan and preparation of a new Development Plan shall be strategic in nature for the purposes of developing objectives and policies to deliver an overall strategy for the proper planning and sustainable development of County Roscommon.
The Planning Authority will carry out a Strategic Environmental Assessment as part of the review to determine the likely significant effects on the environment of implementing a new plan. A Natura Impact Report will also be prepared on the implications of the Draft Plan on the Natura 2000 Network. The requirements for these assessments are set out in Part XAB of the Planning and Development Act 2000-2011 and the Planning and Development (Strategic Environmental Assessment) Regulations 2004-2011.
As part of the review the Planning Authority intends to review the zoning of the area of the Development Plan, (i.e. zonings not included in adopted Local Area Plans) however pre-draft submissions should focus on the strategic issues and requests or proposals for zoning of particular land for any purpose shall not be considered at this stage. An Issue Paper will be available on Roscommon County Council website www.roscommoncoco.ie which will provide guidance concerning the strategic issues which will form part of the County Development Plan.
Submissions or observations regarding objectives and policies to deliver an overall strategy for the proper planning and sustainable development of the area of the Development Plan may be made in writing to the Planning Authority. Children, or groups or associations representing the interests of children, are also entitled to make submissions or observations.
Submissions or observations should be clearly marked "Review of Roscommon County Development Plan", and addressed to Forward Planning Section, Planning Department, Roscommon County Council, Courthouse, Roscommon or emailed to forwardplan@roscommoncoco.ie. Submission or observations received not later than 4.30 on 26th July, 2012 shall be considered.
