Building Control


Roscommon County Council is the Building Control Authority for the County of  Roscommon

 

Building Control Functions are divided up between various Sections in Roscommon County Council as follows

Commencement Notices – are Lodged with Planning Section, Golf Links Road

Fire Safety Certificates and 7 Day Notices

The various Fire Safety Certificate Applications and 7 Day Notices are dealt with by the Chief Fire Officer. Please refer to Fire Services Section in relation to these.

Building Control is basically the Administration of Building Regulations.

In Ireland there is basically a Self Certification of the Building Regulations System with a person undertaking a Construction development being responsible for compliance with the building regulations but are required under the Building Control Regulations to submit to the Building Control Authority.

  • A Building Control Commencement Notice

–       not less than 14 days or greater than 28 days prior to commencement of  the works.

This is to give the Building Control Authority the opportunity to inspect works in progress for compliance with Building Regulations

  • A Fire Safety Certificate – refer to Fire Services
  • A Disability Access Certificate

     

      A Disability Access Certificate is required to be granted for Buildings other than Dwellings that commenced work on or after 1st January 2010. It is required for

  1. The Construction of a New Building other than a dwelling, in general subject to any exemption under the regulations
  2. The Extension of an existing Building other than a Dwelling subject to any exemption under the Regulations.
  3. A Material Alteration to any building other than a dwelling.

     There is a prohibition in opening, operating or occupying such works unless a Disability Access Certificate is granted by the Building Control Authority, under the Regulations.

      An application for a Disability Access Certificate may be

      Granted

      Granted with Conditions or

      Rejected

The Fee for a Disability Access Certificate is€800/building subject to any exemption of fees under the regulations.

Inspection of Works in Progress

The building Control Officer is authorised under the Building Control Acts 1990-2007 to enter a site and inspect it for compliance with Building Regulations. The Building Control Officer selects a number of buildings notified to the Building Control Authority for inspection. Not all buildings are selected.

The Building Control Authority is empowered under the Building Control Acts 1990-227 to bring Enforcement Proceedings against a person undertaking a development via the Courts, if required to ensure compliance with Building Regulations.
