Rental Accomodation Scheme


The Rental Accommodation Scheme (RAS) is a new housing initiative introduced by the Government in 2004. This scheme involves local authorities progressively assuming responsibility for accommodating rent supplement recipients who have a defined long term housing need, through direct arrangements between the local authority and the private rented sector. The roll out of the scheme in Roscommon commenced in August, 2006 and all existing long term rent supplement recipients will have to be transferred to the scheme by the end of 2008.

Objectives of RAS:

The main objective of the scheme is that Rent Supplement recipients in County Roscommon will have their long-term housing need catered for by Roscommon County Council using a combination of accommodation-based solutions. The achievement of the above objective seeks to realise the following benefits:

  • To facilitate social mix through providing a wider geographical spread of social housing through RAS.
  • That RAS will ensure that private rented accommodation procured under the scheme will at least meet minimum standards.
  • To improve the quality of private rented accommodation available with security of tenure for tenants through the procurement of new accommodation on a long-term basis.
  • RAS will seek to achieve better value for money in the provision of accommodation for persons in need of long-term social housing.
  • RAS will be compatible with other housing options in Roscommon County Council.
  • Roscommon County Council will co-ordinate and integrate the efforts of Voluntary & Co-operative housing bodies and the private sector in the provision of long-term housing supports.
  • The scheme will ensure that all landlords participating in the scheme will be tax compliant.
  • All participating RAS tenancies will be registered by landlords with the Private Residential Tenancies Board (PRTB).

Private Residential Tenancies Act, 2004.

Under the Private Residential Tenancies Act 2004 local authorities are responsible for enforcement of statutory regulations for Private Rented Accommodation to insure that the minimum standards regulations for the private rented sector are enforced. In line with this Roscommon County Council carries out inspections on private rented accommodation on an ongoing basis and follows up landlords with unfit accommodation.
