Draft Variation No 2 of the Monksland/Bellanamullia (Athlone West) Local Area Plan 2016 - 2022

In accordance with Section 20(3) of the Planning and Development Act 2000 as amended, notice is hereby given that Roscommon County Council proposes to make Variation No. 2 to the Monksland/Bellanamullia (Athlone West) Local Area Plan 2016-2022.

 

The reason for undertaking the Variation is to amend the text in the plan in response to the production of the Athlone Joint Retail Strategy (January 2019) which was produced jointly by Roscommon and Westmeath County Councils.

 

The Variation includes amendments to policies and objectives as well as the inclusion of explanatory text. The Joint Retail Strategy is also included as an addendum to the LAP. The Variation will not include changes to the overall development strategy contained within the Plan or land use zoning changes.

 

Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) screening reports and determinations by Roscommon County Council have been prepared for the Variation. These documents are provided for public display.  

 

In accordance with the SEA directive (2001/42/EC) and the Planning and Development (Strategic Development Assessment) Regulations 2004 as amended, the proposed Variation was screened to ascertain if the preparation of an Environmental Report was required. The SEA screening concludes that a SEA is not required.

 

In accordance with the Methodological Guidance on the Provisions of Article 6(3) and (4) of the Habitats Directive 92/43/EEC and the requirements of the Birds Directive 79/409/EEC and the Habitats Directive 92/43/EEC, the proposed variation was screened to ascertain if it will have potential impacts on the integrity or conservation objectives of any Natura 2000 sites. The AA screening has determined that the proposed Variation would not give rise to significant adverse impacts on the integrity of any Natura 2000 sites and that a Stage 2 AA is not required.  

 

A copy of the Proposed Variation will be on public display from 1st February 2019 to 19th March 2019 (both dates inclusive, but excluding bank holidays).

 

A copy of the proposed Variation may be inspected at the following locations: -

 

  1. The Planning Department, Roscommon County Council, Áras an Chontae, Roscommon, County Roscommon, during the hours 9.15 a.m. – 1.00 p.m. and 2.00 p.m. – 5.30p.m., Monday to Friday, excluding bank holidays.
  2. The Municipal District Office, Monksland.
  3. The Municipal District and Area Offices of Boyle, Ballaghaderreen, Strokestown, & Castlerea.

Submissions or observations may be made during the stated period and should be marked “Proposed Variation No. 2 to Monksland/Bellanamullia (Athlone West) Local Area Plan 2016-2022,” and submitted to: -

 Children, or groups or associations representing the interests of children, are entitled to make submissions or observations.

 

Submissions or observations must be received by 4.30 p.m. on 19th March 2019. Submissions or observations with respect to the Draft Variation made to Roscommon County Council within the stated period will be taken into consideration in deciding on the Variation.

 

Data Protection

In accordance with Section 19 of the Planning and Development (Amendment) Act 2018, written observations or submissions received by Roscommon County Council shall be published on the Council’s website within 10 working days of their receipt.

 

All submissions should include your name and a contact address, and where relevant, details of any organisation, community group or company etc., which you represent. To assist Roscommon County Council in complying with data protection legislation, you are asked to provide this information on a separate sheet.

 

Details, including the names of those making submissions may be shared with other Local Authorities, relevant Council departments and or the Council’s professional advisers for the purpose of making the Variation and may form part of reports linked to the making of the Variation. This processing of your personal data is lawful under Article 6 (1)(e) of the GDPR regulations.
